EXHIBIT VIII.7: R2-45: Hubbard policy to shoot a person in the head with a .45 caliber handgun in order to "exteriorize" (to move out of the physical body) people. Despite the general exposure of many Scientology practices, policies and attacks in the media over the past several years, resulting primarily from the F.B.I's seizure of documents from Scientology headquarters, there exists in Hubbard's twisted mind and writings a little known policy called "R2-45" .VIII-7 In the book, "The creation of Human Ability -- A Handbook of Scientology" written by Hubbard and distributed by the Church of Scientology of California, the following quote appears:
"Exteriorization" in Scientology policy, is death. The policy refers to shooting a person in the head. In a short internal Scientology memorandum called "Racket Exposed", Hubbard attacks a number of individuals, subjects them to the "Fair Game" doctrine, and states as follows:
It is unknown to the authors of this Report whether the process was used on those individuals. During a meeting of Scientologists in Phoenix, Arizona, in 1954, Hubbard demonstrated the R2-45 auditing process by firing a shot into the floor during the middle of the meeting. There is some evidence to suggest that between 1975 and 1977, during the F.B.I. investigation of Scientology, meetings of Scientology executives were held in which there were discussions relative to auditing high level F.B.I. members with auditing process R2-45.
U.S. Treasury Founding Church of Scientology Dear Mr. Trader: As advised by you in our telephone conversation of today, I am enclosing Page 2 of The Auditor Worldwide, Issue #35. In the Box entitled, "Racket Exposed," are listed 13 names of people named Suppressive Persons. Paragraph 7 states that any Sea Organization member contacting any of them is to use Auditing Process R2-45 which Mr. Harlan reminded me is an old Dianetic term which means, "Shoot him in the head." This explanation was given by Mr. Hubbard as the second way of Clearing a person, the first way being to audit him. Should the condemned persons by any chance come in for auditing, you will notice that Paragraph 6 advises the auditor to use reverse processes which we may presume would intend to drive the person insane. It is my intent to someday have Mr. Hubbard tried for his insanity. We might [illegible] that the Psychiatrist mentioned in Paragraph 1 is trying to get evidence against Mr. Hubbard as I am. RACKET EXPOSED [13 NAMES LISTED [ILLEGIBLE]] are hereby declared Suppressive Persons for pretending to have and distribute forged and altered "Upper Level [illegible]" which were of a Research [illegible] and not for distribution. All Certificates and Awards are cancelled. 1. Having stolen or illegally procured these dangerous materials (at the instigation of a Psychiatrist) these persons did plot to [illegible] them to cause Insanity and Death. 2. False report for [illegible] that they would furnish the real materials. 3. They are declared Enemies of [illegible], the planet and all life. 4. They are fair game. 5. No [illegible] may ever [illegible] them. 6. If they ever come to a Qual Division they are to be run on reverse processes. 7. Any Sea Organization member contacting any of them is to use Auditing Process R2-45. 8. The Criminale Prosecution [illegible] is to finally end all [illegible] crimes in their posts and have them brought to court and prison. The next 2 pages pertain to R2-45. The item below is the section of one of Scientology's internal publications ("The Auditor") in which R2-45 was printed. The section above is a retype of that item by L.
