HIGH CRIMES A SUPPRESSIVE PERSON or GROUP is one that actively seeks to suppress or damage Scientology or a Scientologist by Suppressive Acts. SUPPRESSIVE ACTS are acts calculated to impede or destroy Scientology or a Scientologist and which are listed at length below. A POTENTIAL TROUBLE SOURCE is defined as a person who while active in Scientology, or while a preclear, yet remains connected to a person or group that is a Suppressive Person or Suppressive Group. Until this connection is handled by special auditing, nothing beneficial can happen (A Potential Trouble Source is a person or preclear who "roller-coasters", i.e., gets better, then worse. Re: B&E's Dear Michael, When Dick first wrote you on this subject a few of us in the office had been comparing notes and smatterings of legal knowledge on this subject with the end result of deciding we needed to research the differences between "breaking and entry" and "unlawful entry". Upon searching through legal dictionaries and various legal sources I discovered in Wests California Penal Codes (which except for varying technical differences by state is representative of the basic US statewide law on this subject) that the technical differences between "b & e" and "unlawful entry" become relatively meaningless when it can be seen that a large portion, if not the majority, of our high priority successful Collections actions fall into the category of second degree burglary, which is a felony. Some of our successful collections actions in the recent past and present which fall into this category are (past) GO 1222, GO 1300, GO 1361, GO 1344, GO 1080-Yoko, DEA; (present) GO 1361, GO 1344, DEA. (this is not an exhaustive rundown, just enough to demonstrate the importance) From my study of the codes and from my knowledge of how the collections actions are done, one of the key points in solidifying the burglary commission is basically the theft of xerox paper and xerox machine use of whatever [illegible] is approached. Without this theft, then the distinction between "b&e" and "unlawful entry" would become important and could mean the difference between a felony and misdemeanor. Burglary Definition: Every person who enters any building with intent to commit grand or petit larceny or any felony is guilty of burglary. (p.l.a; p2,a) Defendant's entry into room to take personal property for temporary use, without intending to deprive owner thereof permanently, is not burglary. (p5.a) Burglary may be committed by a breaking on the inside and it is burglary to enter an inner door with an intent to commit a felony even though the inner door was unlocked. (p7,a) Evidence that employee devised plan to steal his employer's property, that such plan involved entry into employer's store by other persons for purpose of taking delivery of property, and that one of such persons was induced by employee to enter store for expressed purpose of aiding and abetting him in consummating scheme to defraud employer was sufficient to sustain employee's conviction of burglary. Dear All, First of all, all data that is red box data, has to be pulled from your areas. The complete definition of Red Box material is attached. Secondly, you must ensure that none of your juniors (for those of you who have them) have red box data in their areas. All the red box material from your areas must be centrally located, together and in a moveable container (ideally a briefcase), locked, and marked. When this is done in each area, we will divide up the amounts and deputize persons in the area to be responsible for its removal from the premises in the case of a raid. This procedure will be drilled. This procedure will stay in at the new location. Please have all this data sorted and located in proper container by Monday night Mar 28. I will then divide up removal duties, and we will drill it Tuesday night just before the all hands.

Operations Definitions BUTTON SURVEY: A comprehensive examination, inspection, researching or investigation of persons which have control or influence over an attacker's position of power to discover what they hate and love. Also the same activity in relation to the attacker to discover what he considers valuable or what he is protecting. The results of surveys are what Operations plans and channels are based on. CHANNEL: (dictionary) The medium or route by which information, trade, influence, etc. are transmitted. Any means of passage, course through which something moves or passes. (Ops) The way in which Operations buttons and data are utilized to bring about an enemy restraint or removal. There are usually 3 channels to an Operations project or plan. INCIDENT: (dictionary) A definite distinct occurrence; an event. A relatively minor occurrence or event that precipitates a public crisis. (BI, GO1150) "...any created incident and the result of such." (Ops) A set of circumstances or event created covertly (stage manage behind the scenes), exceeds the standard enemy defenses, and which is of detriment to the enemy when exposed. It can be exploited by B1 or FR. REMOVED: past tense of remove. Remove (dictionary): To take away. To do away with; eliminate. To dismiss from office. (Ops) An attacker of Scn or Scns dismissed from the position of power from which he attacks as a result of Operation's actions. RESTRAINT: Any influence that holds back from action, checks, represses; that limits or restricts, inhibits; that restricts freedom of action by either moral or physical force, frequently for one's own good. (Ops) An enemy restricted on a gradient scale, from momentarily to permanently, from attacking Scn or Scns as a result of Operations actions. For statistical purposes restraints are classified as either "serious" or "mild". Drill _____: Spreading rumors. Flunk for anyone spotting you as a source of falsity or troublemaking, etc.
Drill _____: Thirty partying. Flunk for being challenged as source of third party or conflict.
Drill _____: Creating effects. Do nothing illegal or anything which done without thought could reflect poorly back on the Church or yourself - ie, press, police record, etc. naming the Church or yourself. Flunk for disbelief of your guise or effect not fully created.
Drill _____: Creating incidents which reflect on others. Flunk for being spotted as creator. Take care here to use real targets or elements of society which are downstat, criminal or suppressive.
Drill _____: Recognizing basic effectiveness of plans. Take into account effectiveness, security, legality, workabilitly, etc. when making your decisions. Chose which basic plan is best. a. General scene: person to restrain/remove, Mr. Jones, employee in local govt. agency attacking the Org.
b. General scene: a psychiatrist who has instigated attacks on the org via police and press.
c. General scene: a newspaper executive Clyde McDonald who's behind local attacks.
d. General scene: a grammar school teacher who got an applied scholastics grant cancelled and is continuing to cause trouble for ASI in other schools.
e. General scene: a local Catholic bishop is causing many local attacks on the org.

Mock up an operation on: a local psychiatrist who doesn't formally practice psychiatry anymore, but has a column in a local newspaper in which he discusses just about anything he wants to, colored by his psych viewpoint. He has been traced back as the Who behind local press attacks on the Church. We know that he attends orgies rather frequently with male prostitutes; that he's married with two children; that he's a social heroin user -- uses it 1-2 times a month at parties; that the owner of the newspapers wife is a rabid Christian and despises anyone who is against that; that the newspaper owner dearly loves his wife and would do anything for her; that the psych likes to go sailing weekly on his yacht; and that he smokes camel cigarettes. b. Mock up an operation on: a female publisher who is behind printing great quantities of entheta on Scn. We know that she is a registered alien (not a US citizen); that if aliens are convicted of a crime they will be deported; that she is wanted for contempt of court in her native country, Germany; that she occasionally smokes marijuana; that she owes lots of money to writers whose books she published and has many outstanding bills to pay (printing, office supplies, lawyers, etc) and is actually very very insolvent; that she has been doing business in Chicago for 5 yrs without a license; that her father was a Nazi who killed over 1,500 jews in Poland; that she is engaged to be married to a man whose father is the conductor of the Chicago symphony orchestra. c. Mock up an operation on: a local squirrel group leader who blew the Sea Org four years ago and now has a rapidly expanding squirrel group. We know that he is money motivated; is married but has affairs with female students; we have 2 FSMs in his group 1 is a student, the other handles the finances of the group; that he gets Scn HCOBs and re-writes them verbatim except that he changes mentions of Scn/Dn to the name of his own group and LRH's name to hiw own; that he's auditing a local policeman; that he has a grant for $5,000 with the local government to pay his "research" expenses for the next 2 years which he spends on utility bills and other operating expenses; that he's got two pet dogs and one pet turtle; and that he spends lots of time and money maintaining his obsession, a restored 192E Rolls Royce. d. Mock up an operation on: An SP writer who works for a popular national magazine and who on his own has developed international comm lines with anti-Scientologists and disaffected staff members. He acts as a "switchboard" for entheta on Scn and LRH and sources many false reports on his own. We know that he drinks liquor daily; has a hobby of building model airplanes; has been an award winning writer but hasn't won an award for 5 years; that the publisher/owner of hte magazine's pet love in life is to get his own name onto as many board of directors or committees lists of social do-gooder or charity give-away associations, etc. as he can; that the writer's senior editor will get very upset with or fire any writer who doesn't put in some working time at the office in the evenings or weekends and that the writer puts in just enough extra time to keep his boss happy; that the writer likes to go fishing and hunting. e. Mock up an operation on: a disaffected Scientologist who blew Scn from his local hometown mission last year and is now writing entheta in the local college newspaper where he attends school and writes in the newspaper as part of his journalism studies. One of his entheta articles got bought by a nationwide college wire service and was printed in many college papers throughout the US. DGs/AGs THE CORRECT USE OF CODES To ensure that coding is done correctly, with the correct subjects coded and overcoding avoided, the following steps are laid down: Codes are used for the following general headings: 1. Incriminating, undercover or disinformation, covert operations and the like. Incriminating activities would include things like lobbying where this is inhibited in non profit corporations, also money deals that might provoke government tax offices. 2. Things that we want unknown as connected to the C of S secret PR and BI front groups. 3. Legal, PR and BI traffic on BI flubs. 4. Things that we want unknown LRH or MSH connected to - this is handled by coding their names. 5. Words or actions that would tend to dispute the fact that the C of S's motives are humanitarian: i. e. harass, eradicate, attack, destroy, annihilate, cave in, third party, spreading rumors, entrapment, trap or entrap, stir up the opposition. 6. Actions of confidential corporate tax bodies, tax strategy, some BI money CSW's, and occasionally the names of accounts. 7. Anything that gives specific and actual evidence that Scientology is in legal control of B6 type groups. These are groups that are separate legal entities to the C of S. 8. Admission to unpunished crimes and/or incriminating data. This would mostly come on personnel lines. In addition to the above there are certain things that get government Customs upset and more curious about what is in the mail pack. These are such things as "CONFIDENTIAL" "SECRET" "HIGHLY CONFIDENTIAL" "TOP SECRET" "VERY HIGHLY CONFIDENTIAL" "RESTRICTED" etc. written across the top of the particle. To handle the use of confidential, secret, etc. type titles, the following will be substituted:
Another thing that excites government Customs is the names of intelligence type things such as CIA, IP, Police, Secret Service and names of government agencies within the country concerned. This is best handled by avoiding the use of such names at the top, or in titles of despatches or issues dealing with these, or in prominent places where the names stands out in the issue such as paragraph headings. When naming such issues in the body of a sensitive issue do not capitalize the issues or names as this makes them less eye catching i.e. CIA, ip, police, secret service. When coded despatches and reports are sent between orgs all cc's are to be written on the despatch but only one copy is sent and this is to the person being written to. This person is then responsible for getting the despatch decoded, at the latest that same day, and distributing the decided version to all the persons named as cc's. The Security Officer or Branch II Dir is to ensure that all GO staff are made familiar with the above points and that coding is being done correctly and comm lines are not being tied up with unnecessary coding. The Security Officer or Br II Dir is to sort out what actions would fit in with categories one and seven. This is to be done in association with Legal. This Guardian Order is not to be distributed to staff when making them familiar with what should and should not be coded.

Medical Gentlemen; This is a request for treatment. My residence is north of North Hollywood, but I attend school at Geller Theater workshop, Fairfax and Wilshire, Los Angeles. It would be appreciated if any out-physician selected would be located near my school as I have a vacant hour and a half from 1 to 2:30 four days each week at school. I work at night six days per week. I was placed on certain medication back east and have continued it at my own expense. After trying and failing for two years to regain my equilibrium in civil life, I am utterly unable to approach anything like my own competence. My last physician informed me that it might be very helpful if I were to be examined and perhaps treated psychiatrically or even by a psycho-analyst. Toward the end of my service I avoided out of pride any mental examinations, hoping that time would balance a mind which I had every reason to suppose was seriously affected. I cannot account for nor rise above long periods of moroseness and suicidal inclinations, and have newly come to realize that I must first triumph above this before I can hope to rehabilitate myself at all. I cannot leave school or what little work I am doing for hospitalization due to many obligations, but I feel I might be treated outside, possibly with success. I cannot, myself, afford such treatment. Would you please help me?

He attained Princeton University and obtained a degree as Doctor of Philosophy (Ph.D.) from Sequoia University. Before Word War II he was well known in explorational circles and is to this day a member of the Explorers Club. He wrote and published over 16,000,000 words of articles and novels of all kinds before World War II. During that war he served as a commander of corvettes and was extensively decorated. Crippled and blind at the end of the war, he resumed his studies of philosophy and by his discoveries recovered so fully that he was re-classified in 1949 for full combat duty. It is a matter of medical record that he has twice been pronounced dead and that in 1950 he was given a perfect score on mental and physical fitness reports. Probably no philosopher of modern times has had the popularity and appeal of Hubbard or such startling successes within his own lifetime. L. RON HUBBARD Scientology was developed by L. Ron Hubbard, an American writer and philosopher. It was completed after 35 years of research. Born in Tilden, Nebraska, on 13th March, 1911, he was the only child of Commander H. R. Hubbard, U.S.N. and Dora May Hubbard. Hubbard was raised on his grandfather's cattle ranch in Montana and could ride before he could walk. He later became a blood brother of the Blackfoot (Pikuni) Indians, and his first novel published in 1935 concerns them. At the age of ten he rejoined his father and mother. Two years later, in Washington, D.C. at the time, he became a fast friend of the President's son, Calvin Coolidge, Jnr., whose untimely death is probably responsible for L. Ron Hubbard's early interest in mental research. As his father's duty took the family to the Far East, L. Ron Hubbard was in China when he was fourteen and spent the next several years in travel throughout Asia. In Northern China and India he became increasingly curious about the composition and destiny of Man, and [illegible] on the one hand with Lama Priests, and made himself agreeable on the other hand to war-like people by his ability to ride. With the death of his grandfather, Hubbard, 19 years of age, was brought home by his father to study at the George Washington University in Washington, D.C. He graduated in Mathematics and Engineering from Colombian College to become a member of the first United States course in formal education in what is called today nuclear physics. He also attended the Princeton University. During his college days he supported himself by his writing, and before he concluded college he was well established as an essayist. His first action on leaving college was to lead an expedition into Central America. In the next few years he headed three further expeditions, all of them undertaken to study savage peoples and cultures to provide material for his articles and stories. Between 1933 and 1941 he visited many barbaric cultures and yet found time to write seven million words of published fact and fiction. Having first in Asia become interested in the mind and in Man, he multiplied this interest with his investigations of savage peoples, and by 1938 he had written a never-published work on the subject of the basic principles of human existence. By 1936 he had become a member of the Explorers Club in New York City. In addition to travel articles, he has written western, science fiction, and adventure stories, and he is still one of the better known science fiction writers. He was first called to Hollywood to write a film script in 1936 and since that time he has done a considerable amount of film work. Commissioned before the war in 1941 by the U.S. Navy, he was ordered to the Philippines at the outbreak of the war and was flown home in the late spring of 1942 as the first U.S. returned casualty from the Far East. As a yachtsman he had considerable sea experience, and the scarcity of officers was such that, without rest, he was ordered at once to command of a corvette. He served for the remainder of that year with British and American anti-submarine vessels in the North Atlantic and rose to command a squadron. In 1943 he saw duty in the North Pacific. As a science it explained and demonstrated conclusively the workings of the human mind. Thus were unlocked the secrets of this hitherto unknown territory -- a major breakthrough in the history of Man. Dianetic techniques in addressing the mind achieved remarkable results, but further research established that tremendously higher results were obtainable by addressing the spirit or thetan (taken from the Greek symbol for "thought" or spirit) as it is known in Scientology. Thus Scientology evolved from Dianetics. Scientology today is a world-wide organization with organizations on every continent and headquarters at Saint Hill Manor in Sussex, England. Scientology is the most vital movement on earth today and is expanding phenomenally fast. Every week thousands of new people are introduced to its great benefits. The home of L.
